Relevant environmental documents have been compiled by the ICTF JPA and included in this website's Document Library (Technical Studies Section). Brief descriptions of the available documents are provided below in chorological order.

In June of 2005, Union Pacific Railroad (UP) and California Air Resources Board (CARB) entered into a statewide agreement known as the Particulate Emissions Reduction Program at California Railyards. One element of the program required the railroads to collect data for overall health risk assessments to be conducted on railyards throughout California. In response, a report was prepared under UP's direction titled Toxic Air Contaminant Emissions Inventory and Dispersion Modeling Report for the Dolores and ICTF Rail Yards, Long Beach, California.

On February 28, 2008 CARB released their draft Health Risk Assessment for UP Intermodal Container Transfer Facility (ICTF) and Dolores Railyards. The Assessment served to evaluate the impacts associated with toxic air contaminants emitted in and around the UP ICTF and Dolores Railyards.

On March 18, 2008 CARB held a public meeting with UP to present their draft Health Risk Assessment (HRA) for the current ICTF and accompanying Dolores Railyard operations. At the same meeting Union Pacific gave a related presentation on current and future emission reduction measures.

On August 25, 2008 UP released a Draft Diesel Particulate Mitigation Plan for the Union Pacific Railroad ICTF and Dolores Railyards in accordance with the 2005 CARB/Railroad Statewide Agreement. The purpose of the plan is to outline the potential mitigation measures that will be used to reduce Diesel Particulate Matter (DPM) emissions from the yards. The mitigation for the yards proposed by UP is the complete modernization of the ICTF; the proposed modernization will also include an increase in throughput and is discussed in greater detail in the Modernization Project portion of this website.

On November 12, 2008 the California Air Resources Board (CARB) and Union Pacific Railroad (UP) held a joint public meeting to discuss the Draft Diesel Particulate Mitigation Plan for the Union Pacific Railroad ICTF and Dolores Railyards.
